GEMA Managing Committee
At GEMA, everything is about copyright, exploitation rights for musical works and licence revenues that arise from it. Due to its expertise in this area, the GEMA Managing Committee is well-equipped to stand up for the interests of the music creators.
Dr. Tobias Holzmüller
Dr. Tobias Holzmüller (* 1975)
Tobias Holzmüller, born in 1975, studied history and law at the universities of Glasgow, Montpellier, Heidelberg and New York (NYU, LL.M. 2007).
From 2004 to 2006, he was a doctoral fellow at the Max Planck Institute for Intellectual Property and Competition Law and received his doctorate from the Ludwig Maximilian University of Munich.
After being admitted to the bar in 2007, he worked at the law firm Gleiss Lutz until 2012. During this time, he specialised in German and European antitrust law, copyright law and EU law.
Tobias Holzmüller was in charge of the legal department of GEMA as a legal advisor from January 2013 to March 2024 and has also managed the affairs of the Central Organisation for Private Copying Rights (ZPÜ) since 2016.
In October 2023, he was appointed CEO of GEMA.
He is a member of the German Association for the Study of Antitrust Law and the Copyright Expert Committee of GRUR. Tobias Holzmüller has published numerous articles on the subject of competition and copyright law and is a lecturer in copyright law at the University of Regensburg.
Georg Oeller
Georg Oeller (* 1964)
Georg Oeller was appointed a member of the GEMA Managing Committee on 1 August 2009.
A trained banker and lawyer, Georg Oeller has been working for GEMA since 1995.
Before his appointment to the GEMA Managing Committee, he was director of the Abrechnung II and International Affairs divisions. He was also president of the BIEM Management Committee between 2013 and 2024.
Lorenzo Colombini
Lorenzo Colombini (* 1972)
Lorenzo Colombini was appointed Chief Financial Officer of GEMA on 1 July 2012.
The business graduate (Luigi Bocconi University, Milan) and native of Milan worked for the auditing firms KPMG and Ernst & Young before being responsible for the finance and accounting department at the listed company Constantin Film AG in Munich from 2002 to 2009.
At GEMA, he took over the Finance and Accounting Division in 2009 until he was appointed to the Managing Committee in 2012.
Ralph Kink
Ralph Kink (*1970)
Ralph Kink, born in 1970, takes over the newly created “digital transformation” division in the GEMA Managing Committee from 1 September 2024.
He studied electrical engineering at the Technical University of Munich from 1990 to 1994, then he began his career in software development before joining Microsoft in 1999. There he held various senior management positions over a period of 25 years, including in corporate customer consulting and product support. In 2017, he took on the role of CTO, with responsibility for technological collaboration with Microsoft partners, and thus supporting German commercial enterprises in their digital transformation.
After his time at Microsoft, he started as co-founder and CTO with digital.fwd, a management consultancy firm for digital transformation founded by several former Microsoft top managers. There, his focus was on the development of deployment strategies of artificial intelligence, especially for customers from the SME sector.
In his new role at GEMA, he is going to drive forward technological development, strategically combine CIO office, IT and project portfolio management, and thus promote digitisation and innovation within GEMA.
Ralph Kink has gathered extensive leadership experience in large matrix organisations and is involved as a manager and mentor for a corporate culture that embraces diversity and inclusion.

The main office locations of GEMA are in Munich and Berlin. Dresden and Berlin offices house our customer centre. Additional locations are in Berlin, Hamburg, Stuttgart and Nuremberg. ICE, the joint venture with the collective management organisations PRS (UK) and STIM (Sweden), is run from London and Berlin.
