Wir sind die 64 Delegierten, die die rund 90.000 außerordentlichen GEMA Mitglieder in der jährlichen Mitgliederversammlung vertreten. Wir setzen uns für Eure Interessen ein, sind Euer Sprachrohr gegenüber Aufsichtsrat und GEMA Vorstand und können über das Regelwerk abstimmen.

Delegates
Delegates represent about 85,000 associate GEMA members in the annual General Assembly. They stand up for the interests of members, are their mouthpiece vis-à-vis the Supervisory Board and the GEMA Managing Committee and can vote on internal rules.

Overview
When it comes to structuring the association’s internal participation rights, membership status regarding “full membership” or “associate membership” plays a big role. During the General Assembly, full members have access to it, and enjoy an active and passive voting right, while associate members and legal successors are represented by up to 64 Delegates.
The representation through the Delegates ensures that associate members are adequately represented in the General Assembly and can influence the decision-making process sustainably, without being in a position to outvote full members, however.
With regard to the General Assembly, Delegates have all rights that full members hold, with the exception of the passive voting right (right to be elected) and the right to be represented. They can therefore participate in the annual Assembly of full members, vote on changes of internal rules and regulations of GEMA and submit motions to change internal rules. As such, the ways to participate of Delegates at GEMA go way beyond the legal minimum provisions as per section 20 VGG (Collecting Societies’ Act).
In connection with the General Assembly of full members, there is always also a meeting for all associate members. Every three years, the Assembly elects up to 64 members as Delegates for the General Assembly of full members, separated into professional categories, namely:
- Up to 32 from the professional category of composers, of whom at least 12 should be legal successors;
- Up to 12 from the professional category of lyricists, of whom at least 4 should be legal successors;
- Up to 20 from the professional category of publishers.
Women composers, lyricists and publishers in particular are expressly encouraged to stand for election.
Additionally, up to 5 deputies can be elected for each professional category.
Those who wish to run for the position of a Delegate, must fulfil the following two requirements as per §12 (2) paragraph 3 of the Statutes:
- On the one hand, the respective rightsholder must have been an associate member of GEMA for a minimum of two (complete) years.
- On the other hand, the rightsholder must have had a minimum total GEMA income of EUR 50.00 for the two calendar years preceding the election year.
This is supposed to ensure that rightsholders who take on the responsible task of a Delegate are no absolute “GEMA newcomers”.
Overview
The term in office of Delegates and their deputies runs from the end of the General Assembly following their election until the end of the fourth ordinary General Assembly following their election. Delegates that have been newly elected in 2021 represent the associate members during the General Assemblies for the years 2022-2024. Re-election is permitted. If Delegates or their deputies reach full membership, their office term ends on the day where the Managing Committee in consultation with the Supervisory Board decides on their admission as a full member.
